Dr. Marc Weiss

Dr. Weiss worked at NIST (the National Institute of Standards and Technology--formerly NBS, the National Bureau of Standards) from 1979.  Starting January 1, 2014, he retired as a NIST employee and became a contractor for NIST and for various companies.  Previously, in 1981,  Dr. Weiss obtained his Ph.D. from the Joint Program in Mathematical Physics of the University of Colorado, Boulder, Colorado (CU, Boulder).  He had received the Masters of Science in Mathematics from CU Boulder in June, 1975.  He received the Bachelors of Science with a Mathematics major from Valparaiso University, Valparaiso Indiana, in June 1973.  Dr. Weiss received the NBS Applied Research Award for a first GPS timing receiver in 1983. He led the NIST program to support the GPS program office in developing their clocks and timing systems from 1980 until his retirement in 2014.  Dr. Weiss was awarded a patent for the Smart Clock algorithm in 19931.  He won the 2013 NIST William P. Slichter Award, given for major contributions linking NIST with industry, “For pioneering highly productive industry/ government partnerships to advance telecommunications and data networks through precision synchronization.”  In April 2019, Dr. Weiss was awarded the Marcel Ecabert Lifetime Achievement Award from the European Time and Frequency Forum and the Société Française des Microtechniques et de Chronométrie “For his key contributions to remote clock comparisons, to time scale algorithm development and to accurate synchronization for science and industry.” His research interests are in time transfer techniques, the use of GPS, GNSS and other Position, Navigation and Timing (PNT) systems, statistics of atomic clocks and time transfer systems, time-scale ensembles, and problems of Relativity as they relate to GPS and to primary frequency standards.  In the last few years, Dr. Weiss has focused on developing resilience in Position, Navigation and Timing (PNT) systems.  In particular, he helped develop the DHS PNT Resilience Conformance Framework, released December 18, 2020.

 

Most recently Dr. Weiss has received funding in collaboration with Dr. Charles Barry and his small business Luminous Cyber.  This funded project involves development of an Alternative Position, Navigation and Timing (A-PNT) system independent of GPS and GNSS. 

 

A similar project has been funded for work with Dr. Weiss in his role as a Research Assistant at the University of California, Santa Cruz, under the direction of Prof. Sanfelice, of the Department of Electrical and Computer Engineering, and director of the Cyber-Physical Research Center. 

 

In addition, Dr. Weiss is currently working on a project with Vrije Universiteit (VU) Amsterdam, to design and develop a time-scale algorithm, optimized for combining clocks over a White Rabbit network.

Air Marshal, Co-Founder / Executive Director of Space4Sight

 

Andrew is a co-founder and Executive Director of Space4Sight and an investor/advisor in emerging tech startup companies in novel fuel, quantum, space and defense and Security businesses. He served for four decades in the Royal Air Force initially as a combat helicopter pilot and thereafter as the principal UK officer in the White House and Pentagon, Director of UK Military Operations and latterly the RAF Deputy Chief and Chief Operating Officer. He has extensive service in all aspects of Aerospace, was involved in the creation of the UK Space Command and was close to the US Space Force formation. He is a Fellow at Oxford and was educated at Cambridge, Kings, Chennai, Exeter and Open Universities and has a degree in Cosmology.

Joseph Campagna

Mr. Campagna is an aerospace veteran and entrepreneur, with current Top Secret SCI access and more than 30 years of experience in the DoD, National Security Space and IC community. As COO and initial co-founder of BridgeSat, (BridgeComm) he has overseen its growth from infancy, investments and productization to deploy the world's first global space to ground free space optical laser network.

Mr. Campagna works directly with the DoD, National Reconnaissance Office, US Space Force and other agencies to directly impact the future of space warfare and intelligence. With direct access in classified environments, he has insight and influence into current and new space technology programs and supports the development of new requirements.

Following his service in the USAF and 15 years with Iridium and Orbital Sciences, he founded Global Ground Systems, a Veteran Owned Small Business, as CEO and Chief Architect. Campagna developed satellite and ground systems for Thales Alenia Space for the Iridium Next Satellite Development; lead ATK Space Systems development for ViViSat (MEV) Network Operations; and designed and delivered the newest mobile tactical ground station for the US Army Space and Missile Defense Command under the Kestrel Eye Program.

Joseph holds Bachelor’s Degree from University of Maryland in Aerospace Engineering Management and a Leadership Certificate from University of Virginia Darden School of Business. He is also recognized as an expert and Certified US Export Compliance Officer (CUSECO) from the US State Department. He American Legion Lifetime member, joining in 1989, and is an Associate Life Member of the USAF Combat Control Association.
